This quantitative Research. The target groups were: 5 learning plans evaluators: 1 supervisor of Primary Education Service Area, Lampang Province, Area1 and 4 experienced teachers. The instruments were 5 participatory learning plans titled Human Rights and the evaluation form of supervisor of primary education. Data were analyzed by means and standard deviation and presented with tables and description. The results were as follows: 1) The creation of participatory learning plans in social studies to promote peaceful living skills of ethnic students were 5 participatory learning plans with 4 steps of instruction (ERUA); 1.1) Experience (E) 1.2) Reflection (R) 1.3) Understanding (U) and 1.4) Application (A). The lesson plans were 1) The Importance of Human 2) Constitutional Provision 3) The Violations of Human Rights 4) Human Rights Organization 5) Protection for Human Rights. 2) The evaluation of the participatory learning plans in social studies to promote peaceful living skills of ethnic students had the overall means at 4.57 at the very appropriate level in the aspects of learning standards/indicators, learning outcomes, contents, learning concepts, learning competency, desired characteristics, learning activities, materials and assessment.</p> ER -
