The study divided into 2 phases as follows. Phase 1 was the study related to the current situations, desirable situation and needs, the sample was 229 consisted of school administrators, teachers and the committee of basic Education of small – size schools who were selected by stratified random sampling. The instrument used was the questionnaire. Standard deviation and PNI modified were used to analyze the data.Phase 2 was the development of the guidelines .There were 9 participants consisted of school administrators, heads of academic department and the chairperson of the committee of basic Education who suggested the guidelines. The instruments used comprised of the interview questions and the evaluation form of the appropriateness and possibility which evaluated by 5 experts. The data were analyzed by using percentage, mean and standard deviation. The results of the study revealed that; 1) The current situations of participatory academic administration for small – size schools under the secondary Educational service area office 25shown that overall rated in more level. The desirable situations shown that overall rated in more level. The needs of participatory academic administration for small – size schools shown that the most needed was learning process development and the least was research for educational development respectively. 2) The guidelines of participatory academic administration for small – size schools under the secondary Educational service area office 25 revealed that there were 7 elements and 29 guidelines. The results of the guidelines evaluation shown that element of the guidelines were appropriated and possible rated in the most level.</p> ER -
