This research was used to collect data from articles, troughs, research papers, legal texts. As well as the judgment of the relevant court and other documents relating to industrial pollution problems, remedies from environmental pollution damage, earmarked tax, characteristic earmarked funds, environmental fund of Thailand, and foreign environmental fund. And collecting data from in - depth interviews. Key informants are government officials who use the law to remedy the damage caused by industrial pollution, and opinions of 7 people involved in environmental law. When all the information has been gathered, it will be studied and analyzed for writing research reports and taken into the seminar process for answering questions from a qualified committee who have expertise in matters related to the research topic to hear recommendations from the committee improve and presented to the committee to review the accuracy of the research once again. The resultant of this research is a Draft of the Damage Fund for the Health and Life of People from Industrial Pollution 47 sections. There are 47 sections under the supervision of the Ministry of Public Health. Have status as a legal entity and is an off - budget fund. There is no initial government and no government subsidies.
