Under the Office of Phitsanulok Primary Educational Service Area 1, consisting of 4 components, namely the plan, the operation of the learning resource management (Do), the examination, review and monitoring of the learning resource management (Check) and Summarizing the report, improving and correcting the management of learning resources (Action). The sample group used in this research is school administrators and teachers. Under the office of Phitsanulok Primary Educational Service Area 1, 402 persons, using mixed method, quantitative data were collected by questionnaires Qualitative data was used by the focus group method. The research instruments were 5 – level estimation questionnaire and group chat record form The statistics used for data analysis were frequency (ƒ), percentage (%), mean (<img title="\bar{x}" src="https://latex.codecogs.com/gif.latex?\bar{x}">) and standard deviation (S.D.).
