The research methodology is action research which consists one loop including plan, action, observation, and reflection. The sample for study services effectiveness was 30 officers who used the e-document system and was collected by cluster random sampling. They came from every department. The research instruments were e-document system and users’ satisfaction questionnaire. Moreover, the methods of data analysis were frequency, percentage, means and standard deviation. The results found that the guidelines for developing e-document system at Surindra Rajabhat University were separated into two ways. Firstly, a guideline for application of the system including hardware, software, and people. Secondly, a guideline for the system development including the system could display via both of computers and portable devices, could set permission of the e-document for each user, could set priority for sending or receiving of the e-document, could search the e-document, could send email alert, and could use a user manual. Furthermore, the development of the e-document system showed the system was accomplished the guidelines for developing and the 63 items of effectiveness testing via black box method. Finally, the study of services effectiveness of e-document system showed that in total level was good. Moreover, the scores considering of each category showed system quality had respectively higher scores than data quality and service quality.</p> ER -
