The research instrument a 4-rating-scale questionnaire with the reliability of the emotional quotient at 0.97 and instrument a 5-rating-scale questionnaire with the reliability of the personnel administration at 0.94. The data were analyzed by the Statistical Package for the Sciences to employ frequency, percentage, mean, standard deviation and Pearson product-moment correlation coefficient.</p> <p>The results were as follows</p> <p>1. The emotional quotient of administrators under the office of secondary educational service area the upper northeastern region was at a normal level.</p> <p>2. The personnel administration of administrators under the office of secondary educational service area the upper northeastern region was at a high level both overall and specifically.</p> <p>3.
